Why Carriers Are Your Suppliers

ISO 9001 Clause 8.4 covers the control of externally provided processes, products, and services—in other words, supplier quality management. For manufacturing companies, this means managing component suppliers. For 3PLs and freight brokers, it means managing carriers.

Your customers receive the freight service your carriers provide. Their quality failures are your quality failures—from the customer's perspective. That's why carrier quality management deserves the same rigor as any other supplier quality program.

Carrier Onboarding as Quality Qualification

Carrier onboarding should be a formal qualification process, not just a compliance checklist. Beyond insurance and authority verification, qualification should assess operational capability, equipment, geographic coverage, and relevant certifications.

For high-risk freight (temperature-sensitive, high-value, hazardous materials), the qualification process should be more rigorous and documented in your QMS. ISO 9001 auditors will ask to see evidence that externally provided services are controlled—carrier onboarding records are part of that evidence.

Ongoing Performance Monitoring

Carrier qualification does not end at onboarding. Ongoing performance monitoring through scorecards, incident tracking, NCRs, CAPAs, and periodic review is required to maintain ISO compliance and catch performance degradation before it affects customers.

Define the monitoring cadence and the thresholds that trigger watchlist actions. Document the performance data and the decisions it drives. When a carrier's performance declines, document the notification, the corrective action requested, and the response.
